Uniquely, this book looks at western Islamist extremism from the perspective of government. Analytically-grounded, it asks what should and can be done. It identifies various causes of the problem, some of which government can tackle, and some of which government can only influence indirectly. The biggest priority is to remove the moral oxygen for confrontation and violence. This sustains the men of violence. Intercepting and disrupting terror plots can get us only so far. Regrettably, many western Muslims are ambivalent about extremism, contributing heavily to their pariah reputation. Government alone cannot solve this problem and nor should it try to do so. It can, however, use existing policies more imaginatively and effectively. It can moderate abstract secular principles. It can pursue more engaged policies at home and abroad. It can recognize its limitations. It can act wisely to prevent making things worse. And it can support western Muslim communities to change and build a positive reputation.
Shamit Saggar is currently Professor of Political Science at the University of Sussex; Visiting Professor of Public Policy at the University of Toronto; Non-executive Chairman of the Legal Complaints Service of the Law Society of England & Wales; Senior Associate at Demos; and Senior Fellow of the 21st Century Trust. He has held international visiting appointments at Yale University, UCLA, NYU, Notre Dame University, Oxford University, ANU and University of Western Australia.
