Legislative Guide to the Universal Anti-terrorism Conventions and Protocols
United Nations Office on Drugs and Crime | 2004 | ISBN: 9211335787 | 46 pages | PDF | 5 Mb

The conventions and protocols examined in the present Legislative Guide were negotiated over four decades, from the 1963 Convention on Offences and Certain Other Acts Committed on Board Aircraft. They cover topics as disparate as detection markers in plastic explosives and the prevention and punishment of crimes against internationally protected persons. The most recent conventions contain articles expressly rejecting any “political offence” exception.

“Terrorism strikes at the very heart of everything the United Nations stands for. It presents a global threat to democracy, the rule of law, human rights and stability. Globalization brings home to us the importance of a truly concerted international effort to combat terrorism in all its forms and manifestations.”
